Minimum specifications state the floor at which the game will start. They usually assume low graphics settings and a low frame rate, and are not a standard for comfortable play. Recommended specifications typically describe running acceptably at medium settings. Sitting just at minimum means you can buy it, but you probably will not enjoy it.
Specification tables list many items, but graphics card and memory usually decide the outcome. Processors matter less once past a certain level, and storage is more often a capacity question than a speed one.
When one component is much weaker than the rest, everything else gets held to its level. A strong graphics card paired with insufficient memory will not deliver its performance. When considering an upgrade, raising the weakest part does more than improving the strongest one.
